This should be two parallel stories about young women who violate a tabu and are expelled from their nomadic tribes. They should be as similar as possible but one is set underwater and one is set in the desert. The tabu should be something that was once necessary but now is strictly decorative, hanging around so those in power can find a law to use to punish someone they don't like.
Gulfstream's tribe is nomadic and they live in the Atlantic Ocean and they follow the North Atlantic Gyre, the great circular current clockwise.
